Lubinec stated that people with mental disorders and disabilities are being held at the TCC

During a monitoring visit to the Ternopil Regional and City TCC and SP, representatives of the Ombudsman found people with mental disorders and disabilities being held there. Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, stated that this situation once again demonstrates the need to reform the mobilization system. According to him, the necessary changes must be implemented as soon as possible.

 

And these are not populist statements or abstract talk about change. These are the conclusions of people who witnessed the situation related to the bus transport firsthand. Thanks to our team’s intervention, five people who were not subject to mobilization were immediately released. 

During a visit to the facility where the mobilized Ukrainians were being held, there were approximately 28 people there at the time. Of them, 17 submitted written complaints to me regarding possible violations of their rights.

What we saw was outrageous: the supervisor of the mobilized men was intoxicated. His blood alcohol level was nearly seven times the legal limit.

During one-on-one conversations, the men described potential violations during mobilization, improper documentation, and non-compliance with requirements during the medical examination. All the facts presented have been documented and reported to management.

Most telling in this situation is that, following the intervention, the Ombudsman’s Office team released five people. They were released from the premises of the Territorial Recruitment Center and the Military Registration and Enlistment Office, and their military registration records were updated to reflect their removal from the military registry. Among them were a man with a Group II lifelong disability since childhood, two people with mental disorders (I am not disclosing the diagnoses for ethical reasons), and two men who were about six months away from turning 60.

Based on the results of the inspection, I have officially prepared a response to address the identified violations and prevent similar cases in the future.

I constantly emphasize: we do not merely document violations; I demand accountability and action. One such example is the situation at the Uzhhorod Regional Center for Social Services and Social Protection. Following human rights violations documented during a monitoring visit, several officials have been notified of suspicions of abuse of authority, unlawful deprivation of liberty, and torture of a conscript. This involves the illegal detention of individuals and the use of physical violence.

My position remains unchanged: accountability must be inevitable for everyone, regardless of position or rank. I hope there will be an appropriate response in this situation as well. We are working not for the sake of reports, but for real change and the protection of human rights, Lubinets wrote on Facebook.

As a reminder, the reform of the Military Service Code will take place after changes to military salaries and terms of service.

Earlier, Svyrydenko reported that the Ministry of Defense plans to increase allowances for military personnel and introduce clear terms of service.

The current amendments to the state budget do not allocate sufficient funds for the promised salary increase for Ukrainian military personnel. 

The 2026 budget plans to significantly increase spending on defense and security—an additional 1.56 trillion hryvnias is allocated. The funds will go toward military salaries, weapons, equipment, and strengthening critical infrastructure.

Earlier, the government introduced additional support for hospitals operating in areas of active combat. This primarily involves funding salaries for medical personnel who work daily under shelling and in conditions of staff shortages.
