The Ministry of Finance has released data on the salaries of civil servants in Ukraine

The Ministry of Finance of Ukraine has updated its analytical dashboard with data on the number of employees in government agencies and their salary levels. The information is compiled based on reports from government agencies.

This was reported by the ministry’s press service.

As of April 2026, the total number of government employees was 165,800, which is 1,600 fewer than a year ago.

Of these, 108,600 were in central government bodies (including territorial divisions), 23,100 in local state (military) administrations, and 34,100 in judicial bodies.

The average salary in April was:

  • 60,700 UAH for employees of central government bodies (administrations), which is 3,500 UAH more than last year;
  • 36,000 UAH — employees of regional-level territorial bodies;
  • 45,100 UAH — employees of regional state (military) administrations (an increase of approximately 10,300 UAH over the year).

The Ministry of Finance emphasized that civil servants’ salaries may vary, as they include compensation for unused vacation time, financial assistance, severance pay upon termination, and other statutory payments.

Earlier, Ukraine approved new average wage indicators used to calculate pensions.

In June 2026, Ukrainian teachers will receive salaries calculated based on the updated financial indicators and mandatory state allowances
