The Ministry of Development expects a draft bill on taxi reform to be submitted to the Verkhovna Rada in the coming weeks

The Ministry of Community and Territorial Development plans to submit a bill on taxi market reform to the Verkhovna Rada in the coming weeks, with the aim of implementing the new operating rules by the end of 2026. 

The main goal of the upcoming changes is to bring the sector out of the shadows, ensure passenger safety, and implement transparent oversight and taxation.

The ministry emphasizes the need for parliament to adopt this bill promptly due to the high risk of abuse and the prolonged lack of regulation. 

According to government officials’ forecasts, the process of reviewing the initiative on the floor of Parliament may be accompanied by serious political debates.

“We will continue to work actively with members of parliament to ensure its adoption. We very much hope to launch the reform by the end of this year, although it may spark a great deal of debate and manipulation,” said Oleksiy Kuleba.

The drafters of the bill assure that the state is not attempting to place additional pressure on legal carriers or artificially restrict their operations. 

Instead, the ministry aims to adapt current legislation to modern conditions, where online platforms and mobile apps play a leading role.

“On the positive side, we see support from members of parliament and relevant committees in recognizing that we really need to resolve this issue,” the official emphasized.

According to estimates by the relevant ministry, the scale of the shadow sector in passenger transportation in Ukraine is currently critical. 

About 200,000 taxi drivers currently operate outside the official legal framework, causing the state and local budgets to lose significant amounts of tax revenue. 

Drivers either do not report their income at all, or a specific digital platform handles some of their financial reporting, which distorts market competition.

Government officials plan to address this issue by introducing new technological tools and expanding the network of preventive traffic monitoring. 

In particular, there are plans to significantly increase the number of special photo and video surveillance cameras on the country’s roads.
