Mobile Communications During a Blackout: How Networks and Backup Power Sources Work

Mobile service in Ukraine may remain operational for anywhere from a few hours to several days during a blackout, depending on the duration of the power outage.

This was stated by Stanislav Prybyk, Deputy Minister of Digital Transformation for Digital Infrastructure Development. 

Prybyltko emphasized that the network’s operational algorithm during a complete blackout directly depends on the duration of the power outage.

“We are not deluding ourselves, but rather relying on precise calculations of network resilience. If the outage lasts 10–12 hours, the communication network’s operation algorithm will be as follows,” said Prybyitko.

According to him, during the first 4–6 hours, subscribers may not even notice any disruptions, as 100% of base stations in Ukraine are equipped with batteries.

At the same time, 92% of stations can operate for 6 to 8 hours without power thanks to reinforced batteries.

“But 10, 12 hours, or more—that’s a scenario where batteries are no longer enough, and generators kick in. Currently, nearly half of all base stations in the country are equipped with them,” he explained. Prybylko noted that these generators can maintain connectivity for over three days (72+ hours). The main challenge during prolonged blackouts is starting and refueling them in a timely manner.

He added that the Ministry of Digital Transformation has given communities the ability to independently power base stations in the event of a shortage of mobile operator staff.

“Therefore, the stability of connectivity 10 or 12 hours into a blackout is the result of joint efforts by operators, local authorities, and your own preparation—if you installed a battery-backed xPON internet connection at home in advance,” the deputy minister concluded.

Power outages affect the operation of mobile networks and home internet, but today mobile connectivity in Ukraine during blackouts is significantly more stable than it was in 2022.

Whereas mobile towers used to shut down just one or two hours after the power went out, the situation has now improved. Networks are capable of operating much longer, and even during prolonged outages, most users remain connected.

This has been made possible by base stations switching to backup power—when the electricity goes out, they automatically switch to batteries or generators.

Despite the difficult situation in the power grid, mobile service continues to operate in all regions of Ukraine, ensuring reliable connectivity during blackouts.

As a reminder, mobile operator Lifecell plans to discontinue some of its rate plans, specifically "Do It Yourself," "Handmade," and "Unlimited Calls," starting December 15 at 12:00 a.m. Subscribers to these plans are required to switch to new offers; otherwise, they will lose access to international roaming. The changes are related to Ukraine’s accession to the EU roaming area, scheduled for January 1, 2026.
