The Language Ombudsman Explained the Rules for Communication in School Chat Rooms
Olena Ivanovska, the Commissioner for the Protection of the State Language, has prepared a guide for educators on the application of language legislation in schools. The document emphasizes that the Ukrainian language must be used throughout the entire educational process—not only in class, but also during breaks, educational events, extracurricular activities, and when teachers communicate with parents or school administrators.
According to the ombudswoman, correspondence with teachers and school administrators in work-related and parent chat groups regarding the organization of instruction falls within the educational sphere and therefore must take place in the state language. The law does not restrict private communication between parents or among students, but a teacher is not obligated and should not switch to another language while performing official duties at the request of parents.
Violations of language legislation in education are subject to administrative liability: for a first violation—a warning or a fine ranging from 3,400 to 5,100 hryvnias; for a repeat violation within a year—from 8,500 to 11,900 hryvnias. It is also noted that legislative guarantees for the languages of national minorities and indigenous peoples do not apply to the language of the aggressor state.

The Language Ombudsman received nearly 660 complaints during the quarter.
Since the beginning of 2026, the Educational Ombudsman’s Office has received 168 complaints regarding violence, abuse, and discrimination in educational institutions.
