In Donetsk Oblast, a city council official is suspected of overpaying 14 million hryvnias for barbed wire
On June 24, law enforcement officials notified the official in charge of tender procurement for the Kostiantynivka City Council in Donetsk Oblast that he was under suspicion. According to the investigation, due to official negligence during the procurement of barbed wire for defense purposes, the budget may have overpaid by nearly 14 million hryvnias.
“In 2025, the official organized the procurement of ‘Yegoza’-type spiral barbed wire, which is used to set up defensive lines, fortifications, and barriers on the front lines,” the Office of the Prosecutor General reported on Wednesday.
The office clarified that this product was intended to strengthen defenses in one of the strategically important areas of Donetsk Oblast.
At the same time, as the prosecutor’s office emphasizes, during the procurement process, the official failed to properly verify the price of the goods proposed by the supplier.
“As a result, the city council entered into contracts at prices that, according to the investigation, were nearly one and a half times higher than market prices. Due to official negligence, the state suffered losses in the form of an overpayment of budget funds amounting to nearly 14 million hryvnias,” the statement reads.
The official is charged with improper performance of official duties due to a lack of diligence, which resulted in serious consequences (Part 2 of Article 367 of the Criminal Code of Ukraine).
The issue of imposing a preventive measure on him is currently being decided, according to the Office of the Prosecutor General.
Earlier, the Supreme Court upheld the position of prosecutors from the Office of the Prosecutor General and upheld the sentence against the former director of a vocational high school in the Khmelnytskyi region. She was convicted of embezzling nearly 1 million hryvnias in budget funds.
The former head of the Rivne Regional Territorial Center for Recruitment and Social Support will stand trial; his negligence caused the state to suffer losses totaling more than 830 thousand hryvnias during the procurement of vehicles for the army.
