Officers from the State Bureau of Investigations, with the assistance of the National Police, have exposed a businessman in Khmelnytskyi who had set up a scheme to profit off military personnel. The man offered, for a fee, to facilitate transfers to rear units, specifically to the Military Law Enforcement Service.

This was reported by the SBI.

According to the investigation, the suspect claimed to have friendly ties with one of the leaders of the Military Law Enforcement Service in the Khmelnytskyi region and assured that he could influence the decision-making process.

A soldier who had a hand injury and wanted to be transferred closer to home helped expose the scheme. He met the suspect in the winter while vacationing at a hotel complex owned by the businessman.

During their conversation, the man offered to help with the transfer for $5,000.

On May 12, 2026, law enforcement officers caught the suspect red-handed while he was receiving $4,000.

The businessman was notified of the charges under Part 3 of Article 369-2 of the Criminal Code of Ukraine—receiving an unlawful benefit for influencing the decision-making of a person authorized to perform state functions, combined with extortion.

The court has already imposed a preventive measure on the suspect—detention with the possibility of bail.

The penalty under this article provides for up to eight years of imprisonment.

The State Bureau of Investigation emphasized that combating crimes in the sphere of mobilization is one of the priority areas of work during martial law.

Investigators are currently examining the possible involvement of officials from the Military Law Enforcement Service of Khmelnytskyi Oblast in the scheme. The Khmelnytskyi Specialized Prosecutor’s Office for the Western Region is overseeing the proceedings.

In the capital, law enforcement uncovered a scheme of illegal evasion of mobilization. A 51-year-old Kyiv resident is suspected of extorting $18,000 for arranging “reservation,” deferment from conscription, and organizing travel abroad for a person subject to military service.
