In the Odesa region, the State Bureau of Investigation is investigating widespread abuses in grain exports
Detectives from the Economic Security Bureau in the Odesa region are continuing to investigate criminal cases involving alleged protection of illegal grain exports.
This is evidenced by law enforcement data.
According to the investigation, criminal case No. 72023161000000040 dated December 19, 2023, established that officials of Danube Logistics Group LLC evaded paying taxes. During export operations, the company failed to report agricultural products received free of charge, specifically wheat, in its financial statements. This resulted in an underpayment of income tax totaling over 7.2 million UAH.
Detectives also documented tax evasion totaling over 19.6 million UAH during 2023 due to the failure to report products received free of charge in tax filings.
Additionally, the investigation revealed that wheat was purchased with cash from farms. By receiving an unlawful benefit, detectives from the Territorial Department of the Bureau of Economic Security managed to “fabricate” criminal proceedings and enable the company to export grain unimpeded. According to the investigation, only 7.9 million UAH was paid, which amounts to approximately 30% of the losses incurred by the state.
On January 20, 2026, the company’s director, Andriy Mykolayovych Kiman, was notified of suspicion of intentional tax evasion. From March 2023 to February 2024, Kiman simultaneously served as director of Agro-Marine Grade LLC and as an employee of Brooklyn-Kyiv LLC.
The investigation considers Anna Yuriyivna Gubankova and Yuriy Petrovich Gubankov to be the actual owners of the companies. According to the investigation, the actions of the BEB detectives resulted in losses to the state amounting to over 19 million UAH, while the situation unfolded in full view of the BEB leadership, the tax service, and customs, and under the supervision of the prosecutor’s office and the SBU.
According to sources, the case may lead to a high-ranking deputy head of the Office of the President.
