In the Odesa region, two TCC employees demanded thousands of dollars to have a person’s name removed from the wanted list

In the Odesa region, law enforcement officers detained two military personnel from the district Military Registration and Enlistment Office and the Special Forces, who are suspected of extorting money in exchange for helping remove conscripts from the “Oberig” system’s wanted list.

According to the investigation, one of the suspects is the acting deputy head of the Territorial Military Commissariat, who also headed the recruitment and staffing department. He allegedly offered to use his influence with officials—who were to decide on removing the man from the wanted list—in exchange for $3,500.

Another suspect, a rifleman in the notification unit of the same TCC, personally located a conscript who was wanted for evading military service. According to investigators, he demanded $2,000 to resolve the man’s mobilization issues by influencing TCC officials.

Both military personnel were detained after receiving the agreed-upon sums. They were charged with receiving an unlawful benefit for influencing the decisions of authorized officials, combined with extortion.

The court has already imposed a pretrial measure on one of the suspects—detention with the option of posting 800,000 hryvnias in bail. The suspect paid the bail.

The issue of a preventive measure for the second suspect is still being decided. If found guilty, they face up to eight years in prison with confiscation of property.

As a reminder, in Ternopil, following a conflict between employees of the Territorial Recruitment Center and civilians, the alert team was required, effective September 8, 2026, to conduct mandatory video recording of their actions using body cameras and to wear uniforms. 

On the evening of August 25 in Ternopil, while identifying individuals who might be evading military service, a group of people attacked employees of the Territorial Recruitment Center. As a result, three military personnel were injured.
