Over ₴77 billion to be allocated for regional recovery and resilience: details

In 2026, 77.4 billion hryvnias will be allocated to implement sustainability plans for Ukraine’s regions, of which 67.8 billion hryvnias will come from the national budget and another 9.6 billion hryvnias from local budgets.

According to government data:

  • UAH 67.8 billion — state budget funds (following changes approved by parliament);
  • UAH 9.6 billion — funds from local budgets;
  • Additionally, the government is working to attract international financing.

The first cycle of assessing the implementation of resilience plans in the regions has now been completed. The best results are shown by:

  • Rivne Oblast;
  • Zhytomyr Oblast;
  • Cherkasy Oblast.

The heads of regional military administrations have been tasked with preparing detailed schedules for project implementation and funding.

The government is also expanding support programs for businesses and communities as part of preparations for the winter season.

Loans at 10% per annum up to 25 million euros are available for large and medium-sized businesses for distributed generation, the “5-7-9%” program for small and medium-sized enterprises with loans up to 250 million UAH, and loans of up to 10 million UAH at 0% interest for the purchase of generators and gas-fired units.

New tenders are also being launched for the construction of power generation facilities with a total capacity of 1,505 MW.

The “SvitloDom” program continues, which will cover 3,600 apartment buildings by the end of the year.

Separately, the government is launching a new lending program for businesses affected by shelling. Starting July 1, businesses will be able to receive preferential loans under the “5-7-9%” program to restore damaged property at an interest rate of 0.1% for the first two years.

This was announced by Prime Minister Yulia Svyrydenko following the tenth meeting of the Coordination Center.

The government has allocated 9.2 billion hryvnias to implement regional resilience plans, Prime Minister Yulia Svyrydenko announced.

Ukraine has developed and presented in Brussels a comprehensive regional energy resilience plan worth €5.4 billion, which provides for the protection of critical infrastructure and the modernization of life support systems.
