NABU and the SAPO Reported on Alarming Corruption Trends in the Defense Sector
Semen Kryvonos, Director of the National Anti-Corruption Bureau of Ukraine, and Oleksandr Klymenko, Head of the Specialized Anti-Corruption Prosecutor’s Office, announced during a briefing in Kyiv that new corruption schemes have been uncovered in the “defense sectorthat undermine the country’s defense capabilities and destroy competition.
According to the head of NABU, corruption has taken on a new form: influential beneficial owners suddenly appear in large arms-supplying companies, after which the companies are awarded major contracts. Investigating such cases is complicated by the fact that financial transactions and beneficial owners are often located abroad.
SAPO Director Oleksandr Klymenko emphasized that it is impossible to combat this phenomenon solely through law enforcement efforts due to the colossal scale of procurement. To minimize risks, cooperation with the Ministry of Defense is necessary, along with the introduction of transparent tenders and administrative safeguards that will eliminate the possibility of “kickbacks” and ensure that high-quality and lower-cost bids prevail.

Prior to this, the Kyiv Court of Appeals upheld the detention of Ruslan Magamedrasulov, head of the National Anti-Corruption Bureau (NABU) branch in Dnipro.
