NABU conducted searches at the homes of two members of the NEURC in connection with the Shurma case

Detectives from the National Anti-Corruption Bureau of Ukraine conducted a series of searches at the residences of two current members of the National Commission for State Regulation of Energy and Public Utilities. 

The investigative actions are related to an investigation into alleged money laundering schemes involving funds received from energy facilities in the temporarily occupied territories.

According to EP sources in the energy sector, influential officials at the regulator have come under the scrutiny of law enforcement. 

In particular, searches were conducted at the home of Kostyantyn Ushchapovsky, who has worked at the NEURC since December 2021 and headed the agency throughout 2022.

The second person involved in the investigation is Oleksandr Formagey. He served as a member of the commission from 2018 to 2019 and later returned to the regulator in 2021, where he continues to work today.

Law enforcement agencies are investigating the possible involvement of these individuals in providing professional consulting services to the private sector. 

Investigators believe they may have assisted and advised Rostyslav Shurma in a scheme to launder funds received from occupied power plants in Zaporizhzhia.

The investigation is primarily focused on the mechanisms for calculating state payments. 

Specifically, this involves consultations on how to continue receiving payments under the “green” tariff for these power plants, which are effectively outside the control of Ukrainian authorities.

Rostislav Shurma has been charged in a case involving the embezzlement of 141 million hryvnias

As a reminder, Rostislav Shurma was involved in the illegal construction of a car wash in Zaporizhzhia.

Additionally, Shurma’s brother’s company filed a lawsuit against the Russian Federation.
