Vitaliy Kulish, head of the Mykolaiv Regional Territorial Recruitment Center and Joint Staff—whose recruitment center was previously found to have been involved in the beating and unlawful detention of conscripts—has significantly increased his wealth during the full-scale war.
According to reports, prior to the start of the full-scale invasion, Kulish declared approximately 350,000 UAH in savings. By the end of last year, he reported over 1.5 million UAH in savings, most of which is held in cash.
In recent years, the head of the TCC has also purchased a Honda motorcycle and obtained the right to use a Mitsubishi Pajero Sport, which is registered to another person.
Particular attention was drawn to the declaration of his son, a college student, who became the owner of a 2017 Volkswagen Passat, the value of which was declared at less than $3,000.
Last year, Vitaliy Kulish declared approximately 670,000 hryvnias in salary. At the same time, the declaration notes that his wife did not provide information about her own income, and his son did not provide information about his scholarship, so this information was not included in the document.
