The NACP showed no interest in the asset declaration filed by Gennadiy Oborsky, rector of Odesa Polytechnic University, where Dmytro Verbytskyi is a student: an apartment listed at 10 UAH raised no questions
The National Agency for Corruption Prevention has found reasons why it does not need to verify the accuracy of the declaration submitted by Gennadiy Oleksandrovych Oborsky, rector of the National University “Odessa Polytechnic,” who has been at the center of a scandal involving allowing conscripts to avoid mobilization during the war. Citing a list of laws and regulations, the NACP has not investigated—and does not plan to investigate in 2026—Oborsky’s assets or the sources of his income.
This is evident from the NACP’s response to a request from the UA.News editorial team regarding questionable information in the declaration of the rector of “Odessa Polytechnic.”
Specifically, the response states that the procedure for selecting declarations of individuals authorized to perform state or local government functions for a full audit, as well as the order of such audits based on a risk assessment, was approved by an order of the National Agency dated Dec. 7,12.2023 No. 284/23, and includes the following provisions: declarations are selected for a full audit in order of priority based on a risk assessment. To assess these risks, the NACP relies on information received from individuals and legal entities, as well as from the media and other sources, regarding potentially inaccurate data in an official’s declaration.
Previously, the NACP had also shown no interest in Oborsky’s assets: “In addition to the letter from the National Agency dated June 30, 2026, No. 205-06/44982-26, regarding the exercise of oversight functions with respect to Gennadiy Oleksandrovych Oborsky, rector of the National University “Odessa Polytechnic,” taking into account the provisions of Article 19 of the Constitution of Ukraine and Articles 11 and 12 of the Law of Ukraine “On Preventing Corruption,” we hereby inform you that, as of the date of this response, no comprehensive audits of the declarations submitted by G.O. Oborsky, a person authorized to perform state or local self-government functions, have been conducted, and no monitoring of the lifestyle of the aforementioned individual has been carried out.”
Oborsky’s Declaration
In Rector Oborsky’s annual declarations (specifically for 2024 and 2025), facts were identified that may indicate the inclusion of knowingly false information by the declarant; the NACP was informed of this in a letter from the UA.News editorial board.
Specifically:
An apartment with an area of 42 square meters (acquired in 2016) and an apartment with an area of 29.1 square meters (acquired in 1995, jointly owned) are declared with a value of 10 hryvnias as of the date of acquisition.
A land plot measuring 800 square meters (acquired in 2008) is also declared with a value of 10 hryvnias.
The market value of a 2012 Toyota RAV4 at the time of acquisition in 2016 (listed as 194,000 UAH) raises reasonable doubts as to whether it corresponds to market prices at that time.
The NACP also has a well-reasoned response as to why an apartment and a land plot valued at 10 hryvnias do not constitute grounds for an audit of the declarant.
“The mere fact that the value of a real estate property—for example, 10 UAH—is stated in the declaration does not in itself indicate a violation of the requirements of the law regarding asset declarations. Such a value may be due to the specific circumstances of acquiring the property many years ago, in particular as a result of privatization, the transfer of housing under the legislation in effect at that time, or the reflection of its book (accounting) value rather than the market value of the property, etc. Furthermore, regarding the value of real estate, we would like to note that, in accordance with the law, information on the value of the property being declared is based on the document establishing ownership (if such a document exists). “A separate appraisal of the property for the purpose of filing the declaration is not required,” the anti-corruption agency stated in its response.
As a reminder, former Deputy Prosecutor General of Ukraine Dmytro Verbytskyi found a way to avoid mobilization at the National University “Odessa Polytechnic.” He is completing his postgraduate studies there and plans to teach at a university that has not yet been disclosed.
According to sources in the Ukrainian security services, Verbytsky secured a deferment at one of Odessa’s district territorial recruitment centers in November 2024. At the same time, he remains a graduate student at Odesa Polytechnic University, although, as journalists note, he was supposed to have completed his studies back in the fall of 2025.
On May 7, 2024, an investigation by Radio Free Europe/Radio Liberty and the “Schemes” program uncovered undeclared assets and questionable real estate purchases by Ukraine’s Deputy Prosecutor General Dmytro Verbytskyi. The disclosed facts sparked widespread public outcry and set off a chain of events that culminated in the high-ranking official’s dismissal and the opening of a criminal investigation. Amid the scandal, in June 2024, Verbytskyi was dismissed from his position as Deputy Prosecutor General.
Currently, NABU and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) are continuing their pre-trial investigation into former Deputy Prosecutor General Dmytro Verbytskyi, who was dismissed amid the scandal.
Meanwhile, the National Agency for Corruption Prevention (NAZK) has exposed Verbytsky’s attempt to conceal his ownership of luxury properties by filing for divorce.
