A lawyer who was beaten at the TCC was granted disability status and appealed to the ECHR

A lawyer who, according to Ombudsman Dmytro Lubinets, was beaten during an incident at the Kharkiv Trade and Convention Center, has been granted disability status and has filed a complaint with the European Court of Human Rights. According to the Verkhovna Rada Commissioner for Human Rights, the woman was denied access to her client, after which she sustained serious injuries.

 

Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, reported that the lawyer, who was beaten inside the Territorial Center for Recruitment and Social Support in Kharkiv, has been granted disability status and has filed a complaint with the European Court of Human Rights.

According to the ombudsman, the incident occurred on March 15, 2025. The lawyer arrived at the Kyiv District Recruitment and Social Support Center in Kharkiv to provide pro bono legal assistance to a detained man.

Lubinec claims that she was denied access to her client and, instead, sustained serious injuries. Following the incident, she underwent treatment, surgery, and rehabilitation, and was subsequently assigned a Group III disability status.

“This is simply unthinkable: how did a lawyer who came to fulfill her professional duty end up in a hospital bed? If a person pays for the right to practice law with their own health, then this is no longer a matter of a single incident. This is an alarming signal for the entire justice system,” Lubinets stated.

The Ombudsman reported that the lawyer filed a complaint with law enforcement authorities alleging a criminal offense. At the same time, according to the victim, over the course of a year, the person who inflicted bodily harm on her was not identified, TCC employees were not questioned, and CCTV footage was not provided. Some of the necessary investigative actions, he said, were carried out only after the court intervened.

Currently, the State Bureau of Investigations has opened a separate criminal case regarding possible official negligence on the part of police officers during the investigation of this case.

As a result, the attorney filed a complaint with the European Court of Human Rights regarding the incident.

The Committee for the Protection of Lawyers’ Rights under the Kharkiv Regional Bar Association reported that 17 cases of physical force being used against lawyers were recorded between 2025 and 2026. According to the committee, in some cases, psychological pressure and threats of mobilization were also reported.
