Kyiv City State Administration officials to face trial for embezzling nearly 3 million hryvnias during street repairs
An indictment has been filed against former officials of the Kyiv City State Administration (KCSA) and employees of a municipal enterprise who are suspected of embezzling nearly 3 million hryvnias during the renovation of Kyrylivska Street in Kyiv.
According to the prosecutor’s office, the defendants include the former director of one of the Kyiv City State Administration’s departments, the head of that department’s division, as well as the acting head and chief engineer of the “Podilskyi District Road Maintenance Utility.” The case is already scheduled for trial.
It has been established that during the repair work on Kyrylivska Street in 2024, the defendants, acting as part of an organized group, entered false information into documents regarding the quantities of materials used—in particular, asphalt concrete—as well as the scope of work performed.
In addition, a scheme was uncovered whereby employees of Kyiv’s district road maintenance departments were registered as part-time workers at the “Podilskyi District Road Maintenance” Municipal Enterprise. At the same time, they were paid at their primary place of employment for 8 hours they had not actually worked, as well as for work on Kyrylivska Street. To this end, false information was entered into the time sheets. The head of the Kyiv City State Administration’s Department personally provided illegal instructions to the heads of the Road Maintenance Departments on how exactly to record the hours of such employees. To do this, he gathered them at the construction site.
As a result of these actions, the Kyiv municipal community suffered financial losses totaling nearly 3 million hryvnias. The prosecutor has filed a civil lawsuit for the aforementioned amount.
