Law enforcement officers conducted new searches at the home of former military commissar Borisov

On June 10, 2026, officers from the State Bureau of Investigations conducted investigative actions against Yevgeny Borisov, the former head of the Odessa Regional Territorial Recruitment Center.

Law enforcement officers stopped a BMW SUV carrying the former military commissar at a checkpoint on the Odesa highway as he was leaving Kyiv. The searches are being conducted as part of a criminal investigation into the laundering of funds obtained through criminal means.

In total, Borisov is implicated in four criminal cases with the State Bureau of Investigations, as well as in two cases being heard by the Primorsky District Court of Odesa—regarding unauthorized absence from duty and obstruction of the lawful activities of the Armed Forces of Ukraine. The scandal surrounding the former official began in the summer of 2023 following journalistic investigations into his family’s purchase of real estate and luxury cars in Spain worth millions of dollars, far exceeding his official income. Earlier, as part of the cases regarding illicit enrichment, the court had already transferred Borisov’s home and office in Marbella, as well as three cars, to the ARMA for management.

Borisov had previously been dismissed from his post after media reports revealed that his family had purchased real estate and cars worth millions of dollars on the Spanish coast during the full-scale war. On July 22, the military commissar was charged with illegal enrichment amounting to hundreds of millions of hryvnias and intentional evasion of military service. In December 2023, the Odessa military commissar’s real estate in Spain—a villa and office space—was seized. The court also seized nine land plots, two houses, a residential property, two apartments and a one-third share in an apartment, and six luxury cars.

On May 30, 2024, the court imposed a pretrial detention measure on the former head of the Odesa Regional Military Registration and Enlistment Office and the Special Forces, with the possibility of posting bail in the amount of 140 million hryvnias.
