Direct damage to Ukraine's housing stock caused by the war has exceeded $61 billion
Direct damage to Ukraine’s housing stock caused by Russian aggression had reached $61.1 billion as of the end of 2025, accounting for nearly one-third of the country’s total losses. This was stated by Kharkiv Mayor Ihor Terekhov during a meeting of the Board of the Association of Frontline Cities and Communities.
Today, approximately 14% of the country’s total housing stock has been damaged or destroyed, and the consequences of the war have affected more than 3 million households. The Donetsk, Kharkiv, Luhansk, Dnipropetrovsk, Sumy, Mykolaiv, and Kherson regions account for approximately 73% of all direct damage to the housing stock.
More than 1 million Ukrainians are unable to use their own homes due to destruction, occupation, or hostilities. Under the “eRecovery” program, nearly 232,000 families received compensation totaling over 119 billion hryvnia; however, out of 161,000 applications regarding destroyed property, only one-third purchased new housing using the certificates. The “eHome” program remains largely inaccessible in the nine frontline regions—only 3,500 loans have been issued, and veterans received only 22 loans nationwide and 3 in frontline regions during the first half of 2026.
Ihor Terekhov emphasized the need to create a comprehensive system of affordable housing that would combine mortgages, rent-to-own options, as well as municipal and social housing. Among the proposals are engaging the capital market, drawing on European experience with housing associations, and allocating 10% of proceeds from land sales to the construction of social housing for internally displaced persons.
