The Rada did not support the bill to ban Russian software
The Verkhovna Rada was unable to pass Bill No. 13505, which called for a phased ban on the use and distribution of Russian IT products and software that could pose a threat to national security.
The bill received 200 votes in favor, while at least 226 votes were needed for it to pass.
The bill proposed introducing the concepts of “hostile software product” and “hostile information technology tool,” as well as creating an official list of such software. The State Special Communications Service was to maintain the list, while the Security Service of Ukraine and the National Bank were to formulate proposals.
The document provided for a gradual phase-out of such products by January 1, 2030, and proposed imposing a fine of 2% of a company’s annual turnover for violations of the requirements.
