The Rada has toughened penalties for fraud committed through call centers
The Verkhovna Rada has passed a law that increases criminal liability for fraudulent activities carried out through call centers. The bill also establishes liability for the unlawful acquisition of Ukrainians’ personal data.
This refers to Bill No. 10190. A total of 313 members of parliament voted in favor of its adoption.
The bill amends the Criminal Code of Ukraine with new articles. These articles establish liability for the unlawful collection, storage, and use of:
- a person’s personal data;
- information containing banking secrets;
- payment instrument and card details.
The intent is to appropriate another person’s property. Previously, it was significantly more difficult for law enforcement to prove such crimes.
The law introduces a formal definition of the crime. This means that the mere fact of an unlawful act is sufficient to hold someone accountable, rather than the proven final result.
This approach is intended to more effectively combat systemic fraud schemes, in particular so-called Ponzi schemes, according to the explanatory note.

As a reminder, the Rada rejected a bill to increase penalties for fatal traffic accidents.
In addition, the Rada allowed internally displaced persons from the temporarily occupied territories to purchase housing using vouchers and loans.
