The family of the head of the Kyiv Security Service likely purchased luxury real estate at below-market prices — media reports
Journalists have uncovered evidence that the family of Roman Lysakovsky, the acting head of the State Security Service’s regional office in Kyiv, purchased luxury real estate at significantly below-market prices.
In addition, the official’s wife, who owns a well-known dental clinic, reported negligible income from her business activities.
According to the official declaration of the official for 2025, his wife, Svitlana Lysakovska, earned only 63,500 hryvnias, and in 2021—235,000 hryvnias.
At the same time, she owns the “SLclinic” dental clinic in Ternopil, which offers expensive services in implantology and surgery.

The clinic had a large staff but was not registered as a legal entity; instead, it operated as a sole proprietorship.
In 2025, Svitlana Lysakovska purchased commercial real estate in the center of Ternopil for $28,000, which is at least half the market value. After the family moved to the capital, this business was put up for sale for $140,000.
However, the official purchase and sale documents again listed a price three times lower—about $45,000.

Roman Lysakovsky himself lives in Kyiv in a 133-square-meter duplex in Sofiivska Borshchahivka and drives a Volkswagen Touareg.
This property is registered in the name of his mother, Lyudmila Lysakovska, and reportedly cost her 2 million hryvnias. According to developers, the actual market price for a similar property without finishing started at 3.2 million hryvnias.
In parallel with her son’s career growth, Lyudmila Lysakovska actively purchased property in Kyiv and Ternopil, amassing assets worth a quarter of a million dollars.
At the same time, the woman has been living in the U.S. for over twenty years, where she works as a regular caregiver for the elderly.
