NABU has uncovered the embezzlement of ₴170 million during the construction of the Tashlyk Pumped-Storage Power Plant

The National Anti-Corruption Bureau announced that it had uncovered a scheme to embezzle nearly 170 million hryvnias from Energoatom during the construction of the Tashlyk Pumped-Storage Power Plant in Mykolaiv Oblast.

 

Among the suspects are: the scheme’s organizer—the actual owner of a number of companies; and the former head of a department at the “Atomproektinzhineriing” branch of the state-owned enterprise “NAEK “Energoatom.”

According to the investigation, the work to complete the Tashlyk PSP was carried out by one of the scheme organizer’s companies. Despite missed deadlines and the company’s bankruptcy proceedings, additional agreements were systematically concluded with it, in which the list and scope of work, as well as the deadlines for their completion, were changed.

According to NABU, this was made possible by the influence of the company’s actual owner on Energoatom officials.

Under one of these additional agreements—of which more than 70 were concluded in total, according to the press service—a set of equipment for the pumped-storage power plant’s automated control system was purchased for a total of over 305 million UAH. The purchase was made through a controlled foreign firm, which allowed the price of the equipment to be artificially inflated by nearly 170 million UAH.

The suspects’ actions were classified under Part 5 of Article 191 of the Criminal Code of Ukraine, and the organizer of the scheme was detained in accordance with Article 208 of the Criminal Procedure Code of Ukraine.

The investigation is ongoing, and the circle of all persons involved in the scheme is being established.
