Fines for bullying teachers in Ukraine need to be increased — Education Ombudsman

Ukraine needs to review the fines for bullying teachers and hold parents more accountable.

This was stated by Education Ombudsman Nadiya Leshchyk.

According to her, the current fines of 1,700–3,500 UAH are insufficient and do not serve as a deterrent.

Leshchyk also emphasized the importance of teaching children peaceful conflict resolution, which, in her view, is lacking in schools.

She urged educators not to ignore cases of bullying, which can manifest as physical, psychological, or cyberbullying.

In the event of an incident, teachers are advised to contact school administrators or the police, documenting the circumstances in detail without emotional judgment.

According to the ombudswoman, the school principal plays a key role—they must initiate an investigation into the case and establish an appropriate commission.

The Verkhovna Rada of Ukraine passed Law No. 13347, which introduces systematic training of citizens for national resistance in educational institutions—schools, colleges, and universities.

Polish Minister of Education Barbara Nowacka announced that starting September 1, 2026, the country may ban the use of mobile phones in schools for children under the age of 16.
