A VAKS judge proposes increasing Mudriy's bail to 30 million hryvnia
Mykola Glotov, a judge on the Appeals Chamber of the High Anti-Corruption Court, argued in favor of increasing the bail for Iryna Mudra, the former deputy head of the Office of the President, from 20 million to 30 million hryvnia. However, the panel of judges on the appeals court did not support his position.
Glotov issued a dissenting opinion regarding the panel’s decision, which reviewed the preventive measure for Mudriy. In his view, a bail of 20 million hryvnias, even if posted, would not be sufficient to mitigate the identified risks, as the suspect may have hidden assets.
The judge analyzed Mudra’s 2025 financial disclosure statement. According to his calculations, the total amount of her savings—cash and funds in bank accounts—amounted to 20.62 million hryvnias. However, he did not take into account the savings of Mudra’s common-law husband, whom she had declared since 2021, nor the real estate owned by the suspect and persons associated with her.
Separately, Glotov referred to materials from covert investigative actions, which, in his assessment, indicate that Mudra concealed her actual income and savings. In his dissenting opinion, the judge cited a conversation from January 30, 2026, during which, according to the case materials, Mudra spoke about regularly receiving cash payments.
At first, her conversation partner asked if she was referring to $20,000, but Mudra, according to the excerpt from the conversation included in the case materials, replied: “What do you mean, 20? It’s 30.”
Another episode concerns a conversation from May 22, 2026. In it, according to the case file, Mudra spoke about receiving $50,000. According to her, these funds were transferred to her “for the favors you did for me.”
Based on this information, Mykola Glotov calculated that from January through July 2026, Mudra could have received $180,000 in additional payments. At the exchange rate as of August 25, 2026, this amounted to 8,047,800 UAH.
If this amount is added to the officially declared 20,623,272.48 UAH, the total comes to 28,671,072.48 UAH. The judge noted that these are only the funds which, according to his calculations, should have been at the suspect’s disposal as of August 25, excluding her savings and her 2026 salary in hryvnia.
“In my opinion, it is possible to mitigate the risks by designating the suspect, Iryna Mudra, and requiring her or a third party to post bail in the amount of 30 million UAH,” Glotov stated in his dissenting opinion.
The judge also noted that even taking into account the seizure of her property, Mudriy’s extensive network of connections—given her position and previous places of employment—could enable her to raise and post bail in the amount of 30 million hryvnias.
In addition, Mykola Glotov assessed the classification of the crimes with which Iryna Mudra is charged. The former official is suspected, in particular, of participating in a criminal organization, unlawfully appropriating company property, preparing to appropriate another’s property through abuse of official position, as well as using property that, based on the facts of the case, was obtained through criminal means.
In the judge’s opinion, the fact that Mudra held the position of deputy head of the Office of the President may indicate a significant threat to Ukraine’s national interests in the event of her alleged participation in a criminal organization.
