A lawmaker who allegedly lent $800,000 to the family of AMCU head Kyrylenko is set to stand trial
Criminal proceedings have been referred to court against a city council member accused of giving knowingly false testimony and declaring inaccurate information.
This was reported by NABU and SAPO.
According to the investigation, the official provided false testimony regarding the conclusion of a loan agreement for eight hundred thousand dollars, attempting to fabricate evidence for the defense and justify the origin of funds used to purchase luxury property by Pavlo Kyrylenko, who is accused of illegal enrichment. Official sources have not disclosed the name of the individual involved, but the details released point to Volodymyr Kovalchuk, a member of the Sokal City Council in Lviv Oblast.
According to law enforcement, in the spring of 2025, the defendant filed a lawsuit in the Uzhhorod Court against Pavlo Kyrylenko’s relatives to collect a non-existent debt under a forged agreement. Earlier, Kirilenko’s father-in-law, Oleksandr Matienko, claimed in the High Anti-Corruption Court that he and his wife had used these borrowed funds to purchase real estate in the capital’s business-class residential complex “Obolon Plaza.” However, an expert examination conducted as part of the criminal proceedings established that the document was signed in 2024 rather than the stated year of 2021, and that attempts were made to artificially “age” the papers. The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) directly accuse Kirilenko himself of acquiring offices, apartments, and parking spaces.
In addition, the investigation found that the deputy included fictitious information about this loan to a third party in his annual declarations for 2024 and 2025. Vladimir Kovalchuk himself, in a comment to journalists from the “Schemes” project, stated that he considers the suspicion previously announced against him to be completely unfounded and views the actions of law enforcement agencies as pressure against him.
Denis Oliinyk, director of the Kharkiv Regional Employment Center, declared his family’s real estate, vehicles, and income; some of the property is registered under relatives’ names.
Stepan Goshevsky, director of the Carpathian National Nature Park, declared approximately 930,000 UAH in cash with an annual salary of 327,000 UAH, and did not list any real estate—neither owned nor in use. The declaration also lacks any other vehicles besides an old UAZ.
