In 2027, ₴60 billion will be allocated to regional sustainability plans
The draft state budget of Ukraine for 2027 allocates 60 billion hryvnia for the development and implementation of comprehensive regional resilience plans.
“A separate component of the budget proposal is 60 billion hryvnias for comprehensive regional and municipal resilience plans. These are aimed at protecting and restoring critical infrastructure and developing distributed power generation,” the statement reads.
It is emphasized that the resilience plans are intended to provide communities with the resources to increase their autonomy and ensure the uninterrupted operation of basic life-support systems amid Russian attacks.
In total, the draft budget allocates 133.6 billion hryvnia to support regions and communities, which is 42.2 billion hryvnia more than in the amended 2026 plan.
The funding includes expenditures from the State Fund for Regional Development, subsidies for public investment projects and local roads, an additional grant for frontline territories, and compensation for the difference in utility rates.
This was reported by the Ministry of Recovery, Infrastructure, and Transport.
The National Security and Defense Council approved Kyiv’s resilience plan, and implementation has already begun.
Zelenskyy suggested that Ukraine is being denied air defense missiles in an effort to coerce it into negotiations with Russia.
