A generator was purchased in Dnipro for 37 million hryvnias, despite cheaper bids

On May 14, following a tender, the municipal enterprise “Zhilservis-5” of the Dnipro City Council ordered a generator for nearly 37 million hryvnias. The winner of the procurement was Kortakoz LLC, with which a contract was signed for 36.9 million hryvnias. At the same time, cheaper bids from other participants were rejected during the tender.

By July, a Genpower GPR 2500 diesel generator with a capacity of 2 MW in a container, a transformer, a switchgear, a busbar bridge, and 110 meters of cable will be delivered to Dnipro. However, the prices of the individual components are unknown.

The generator is designed for low voltage (230/400 V), which is used to power homes, offices, or businesses. It is manufactured by Cefa Makina San. ve Tic. A.S. (Turkey) and was 31% localized by PVKF "Fialka."

The unit cost of the generator, including ancillary equipment, is approximately 18.45 million UAH, or $420,000 per megawatt.

In March, the Recovery Agency ordered Turkish generators with a capacity of 1.1–1.3 MW at $174,000–$349,000 per MW, and in February—Lebanese, Turkish, Ukrainian, and European generators with a capacity of 1–2.2 MW at $174,000–$349,000 per MW. These were also rated for the same 0.4 kV voltage in chassis-less containers, but without ancillary equipment.

"Kortakoz" was the most expensive bidder. Two companies offered prices 3–15% lower, but their bids were rejected for failing to meet the technical specifications and other requirements.

Darex-Energo LLC offered a set including a DE-2500PS generator for 31.49 million UAH, which it had localized by 30%.

However, it was rejected for verbatim copying of the technical specifications from the tender documentation instead of providing specific details about the product.

Tokmak Diesel Mash LLC offered a set with a TD-2510PC generator for 35.91 million UAH, which it had localized by 31%. It was rejected due to dimensions of 12,000 x 2,430 x 35,000 mm, as the requirement was no more than 12,000 x 2,430 x 3,500 mm.

The company appealed its rejection to the AMCU, stating that the extra zero in the height was an obvious technical error, which was clear from other documents. However, the commission ruled the rejection lawful because the specification was not met.

The State Audit Service is reviewing this tender based on data from automated risk indicators, specifically the rejection of all participants except the winner.

The founders of "Kortakoz" from Zdolbuniv in Rivne Oblast are Andriy Moshchanetskyi, Oleksiy Ohon, Viktor Marchuk, and Roman Kononchuk, and the director is Oleksandr Dashkel.

Local media link Moshchanetsky to the former mayor of Rivne, Volodymyr Khomko.

The company’s director, Dashkel, was once a business partner of the well-known Rivne entrepreneur Yuriy Falka. Falka owns and manages “Fialka,” a manufacturer and localizer of Genpower generators.

Attack on Dnipro: death toll rises.

Units of the Unmanned Systems Forces, in coordination with the Deep Strike Center, delivered a series of precision strikes on enemy positions. During the operation, a Beriev Be-200 Altair aircraft, a Kamov Ka-27 helicopter, a Tor-M2 air defense missile system, a Pantsir-S1 air defense missile and gun system, and a ship carrying ammunition were destroyed.

Operators of the 427th Separate Brigade “Rarog” struck a Tor-M2 air defense system in the Luhansk region.

At the same time, fighters from the 414th “Madyar Birds” Brigade, together with the 20th K-2 Brigade, struck an enemy training center and temporary deployment site in the Luhansk region.
