A scheme involving fictitious bookings through outsourcing companies has been uncovered in Kyiv

The Kyiv City Prosecutor’s Office has notified the heads of two private companies of their status as suspects for organizing a scheme of fictitious employment to evade mobilization. The two company executives are accused of obstructing the lawful activities of the Armed Forces of Ukraine through fraudulent practices involving the provision of personnel to other enterprises

This was reported by the Kyiv City Prosecutor’s Office.

Companies that were entitled to reserve 50% of their staff starting in August 2024 used outsourcing contracts to hire employees from third-party firms that did not have such a right. After the fictitious hiring, the individuals were effectively returned to their previous jobs, ensuring they retained their reserved status. For these services, the clients paid the perpetrators 10% of each employee’s accrued salary on a monthly basis.

According to the investigation, as of September 2025, the number of people employed by this group of companies exceeded 1,600. Law enforcement officials are currently determining the exact number of people who used the scheme to obtain illegal reserved status. The pre-trial investigation is ongoing to bring all those involved to justice.

As a reminder, the organizer of a scheme to smuggle draft dodgers for $12,000 was detained in Kyiv.

Additionally, an employee of the TCC in Chernihiv Oblast was detained for bribery.
