Ukraine Prepares a New Energy “Ramstein”
Prime Minister Yuliia Svyrydenko announced that within the next two weeks, a meeting of the so-called “energy Ramstein” is planned. The main topic is how to prepare the country for the heating season and strengthen the energy resilience of the regions. This involves the procurement of equipment and large funds — over 215 billion hryvnias. She made this statement during a briefing following a meeting of the National Security and Defense Council on Tuesday.
According to her, the meeting is planned to take place within the next two weeks. The government expects that this format will become regular and will allow systematic involvement of partner support.
“The ‘energy Ramstein’ meeting is planned within the next two weeks. We hope that such meetings will be held on a permanent basis. We have high expectations that we can receive help in procuring specifically cogeneration equipment, modular boiler houses, and backup transformers, which are necessary for ensuring a stable heating season,” Svyrydenko said.
This concerns specific things without which winter could be difficult. Cogeneration units allow simultaneous production of heat and electricity. Modular boiler houses can be quickly installed where infrastructure is damaged. Backup transformers are needed to promptly replace equipment in case of strikes or accidents. During the NSDC meeting, the government presented plans for regional energy resilience. The total amount required for their implementation is 215 billion hryvnias. These are funds for restoration, modernization, and the creation of reserves, which will help pass the heating season without large-scale disruptions.
According to the Prime Minister, the main task now is not just to repair what was damaged but to make the system more flexible and protected. That is why the government is focusing on decentralized solutions — small units and modular facilities that are harder to disable simultaneously. The “energy Ramstein” format involves coordination with international partners. Ukraine expects to receive both financial assistance and specific equipment for the regions most affected by attacks on the energy sector.
The government does not specify the exact date of the meeting but emphasizes that preparations are already underway. The results of this meeting will determine how stable the provision of heat and electricity will be in Ukrainian cities and villages this winter.
In addition, Ukraine has received almost two thousand units of energy equipment from international partners.
