Ukraine will expand its waste processing capacity following the destruction

The Ministry of Community and Territorial Development of Ukraine is initiating the creation of economic incentives for the reuse of waste generated as a result of hostilities. 

This was reported by the Ministry of Community and Territorial Development.

Currently, approximately 14% of the housing stock has been damaged, and total losses have reached a staggering $61.1 billion.

As of April 2026, over 6 million tons of debris from the destruction have been officially recorded and have already been moved to temporary storage sites. 

However, officials emphasize that the actual volumes significantly exceed these figures, as much of the debris has not yet undergone the official recording and cleanup process.

During a meeting with representatives of the Japan International Cooperation Agency (JICA), the Ukrainian side summarized the results of a pilot project that has been underway since 2024. 

The parties are already preparing for the next phase of strategic cooperation, scheduled for 2027–2029, with the aim of introducing the latest waste disposal technologies.

“In fact, every community is working on this; there is not a single region without damage. Therefore, solutions must be scalable to the entire country,” noted Natalia Kozlovska, Deputy Minister of Community and Territorial Development of Ukraine. 

She emphasized that the experience of Kyiv Oblast, Odesa, Kharkiv, and other cities should form the basis for a national strategy.

In Borodianka, a complete technological cycle for processing construction waste has already been successfully established, with the materials subsequently used to produce road pavement. 

This not only cleans up the communities’ territories but also significantly saves money on purchasing raw materials for the restoration of transportation infrastructure.

The handling of hazardous materials, particularly those containing asbestos, remains a critical issue. 

Ukraine currently lacks specialized laboratories for rapid analysis of such substances, which means that some testing must be outsourced abroad, slowing down the recovery process.
