Shevchenko University Overpaid More Than 3.2 Million Hryvnias for Electricity

According to the prosecutor’s office, Taras Shevchenko National University of Kyiv overpaid more than 3.2 million hryvnias for electricity. The prosecutor’s office believes that the price of electricity was raised several times without sufficient justification, so it has filed a lawsuit to recover these funds for the budget.

 

The Shevchenko District Prosecutor’s Office in Kyiv filed a lawsuit with the Kyiv Commercial Court. The prosecutor’s office is seeking to have the supplementary agreements to the electricity supply contract for Taras Shevchenko National University of Kyiv declared invalid. Prosecutors also seek to recover over 3.2 million hryvnias from the supplier. This amount represents the money that, according to the prosecutor’s office, the university overpaid for electricity in 2025–2026.

The university entered into the electricity supply contract with a private company following a tender. Initially, the parties agreed on a single price, but subsequently made several amendments to the contract. Through these supplementary agreements, the cost of electricity was increased. The prosecutor’s office believes there were insufficient grounds for such changes. In particular, the supplier failed to provide the necessary documents confirming corresponding price fluctuations in the electricity market. Furthermore, according to prosecutors, the price adjustments exceeded the limits established by law.

As a result, the university paid more for electricity than it would have under the original terms of the contract. The total amount of this overpayment, according to the prosecutor’s office’s calculations, exceeded 3.2 million hryvnias. “The price increase occurred without proper justification or documentary evidence of price fluctuations in the electricity market,” the prosecutor’s office noted.

The prosecutor’s office is seeking a court order to void the supplementary agreements that allowed the price increase and to return the overpaid funds to the budget. The Kyiv Commercial Court has already opened proceedings in the case and scheduled it for a hearing.

At the same time, the final decision in the case must be made by the court. Currently, the prosecutor’s office’s claims are the subject of judicial review and do not constitute an established fact of a violation by the supplier or the university. This was reported by the press service of the Kyiv City Prosecutor’s Office.

Since the beginning of 2026, the TCC and the Joint Staff have contacted the police more than 1.5 million times to locate citizens who, according to military registration and enlistment offices, are evading mobilization. This was stated by Maxim Tsutsikiridze, acting head of the National Police.
