The Cabinet of Ministers is preparing a package of measures to stabilize the financial situation in the energy market and halt the accumulation of debt.
This was announced by Prime Minister Yulia Svyrydenko.
According to her, the government has instructed the relevant ministries, the NEURC, Ukrenergo, and Energoatom to develop mechanisms to stabilize settlements in the balancing electricity market.
One of the first steps will be the launch of a special mechanism for supplying electricity to district heating companies, water utilities, and state-owned mines. There are also plans to change the procedure for distributing funds so that a portion of payments is automatically directed toward paying for electricity.
Separately, the government is working on solutions to repay the debts of military units and is also considering the possibility of attracting international financing to settle the debt.
According to Svyrydenko, resolving this issue is critically important for ensuring a stable heating season.
Earlier, the government introduced additional support for hospitals operating in areas of active combat. This primarily involves funding salaries for medical staff who work daily under shelling and in conditions of staff shortages.
The 2026 budget plans to significantly increase spending on defense and security—an additional 1.56 trillion hryvnias is being allocated. The funds will go toward military salaries, weapons, equipment, and strengthening critical infrastructure.
