The government plans to revamp the "eOselya" program
Ukraine plans to update the terms of the "eOselya" state mortgage program so that even more citizens can purchase their own homes.
This was announced by Ukrainian Prime Minister Yulia Svyrydenko.
According to her, since the program’s inception, over 25,000 Ukrainian families have already purchased homes thanks to “eOselya.” The total amount of loans issued has reached 45 billion hryvnias.
Svyrydenko noted that the program is most popular among military personnel and law enforcement officers—they account for 47% of all participants.
Employees of the State Emergency Service, police officers, teachers, doctors, and scientists can also take advantage of the preferential terms. For them, the interest rate is 3% per year.
“yeOselya helps Ukrainians buy their own homes here in Ukraine. Don’t put off this decision for years, don’t spend your money only on rent, but gradually invest in your own home,” Svyrydenko said.
The program also provides support for internally displaced persons and residents of frontline territories.
According to the prime minister, the state will cover 70% of the down payment on the mortgage, 70% of the monthly loan payments during the first year, and document processing fees—up to 40,000 hryvnias.
Svyrydenko emphasized that the government will continue to adapt the program to current realities.
“We will continue to update the program’s terms to reflect current realities so that as many Ukrainians as possible can purchase their own homes,” she stated.
Applications to participate in the program can be submitted via the “Diya” app.
The National Bank of Ukraine has announced a change in its approach to implementing the “eOselya” program, which supports mortgage lending to citizens. The new mechanism is planned to be introduced in early 2026.
As a reminder, Ukraine is experiencing an unprecedented housing shortage, which has reached its highest levels in the country’s history. According to estimates by the state-owned company Ukrfinzhytlo, the total demand for living space amounts to a staggering 600 million square meters. Despite the significant contribution of the state program "eOselya," which covers 98% of home purchase loan programs in Ukraine, its capacity is insufficient to overcome the current crisis.
