The Ukrainian government is working with the World Bank to develop a strategy for the economy of the future

The Cabinet of Ministers of Ukraine, together with international partners and with analytical support from the World Bank, is working to develop a long-term economic strategy. This involves an initiative called “Economy of the Future, which aims to define key directions for Ukraine’s development, taking into account global economic changes and the country’s investment needs. This was stated in a May 20 announcement by Prime Minister Yulia Svyrydenko.

 

“This strategy is based on EU rules—primarily the creation of a competitive and investment-attractive economy with strong institutions and dynamic private-sector development. This involves the development of defense technologies, energy, the agricultural sector, transportation, machine building, IT, and critical minerals,” the prime minister said.

The strategy aims to increase average GDP growth to 6% per year, labor productivity from the current 1.3% to 5%, and the share of investment in GDP from the pre-war level of 16% to 24–30% annually.

The government presented the “Economy of the Future” project and its implementation plan to participants of the International Business Advisory Council, whose meeting was chaired by Ukrainian President Volodymyr Zelenskyy.

The Prime Minister announced that flagship investment projects will be presented to partners at URC2026 in Gdańsk.

The day before, President Volodymyr Zelenskyy announced the development of a comprehensive economic strategy.

“We need precisely such steps that will bring Ukraine greater economic growth and create more opportunities for our people to stay in our country and create jobs in Ukraine,” the president said.

As a reminder, Ukraine is experiencing an unprecedented housing shortage, which has reached its highest level in the country’s history. According to estimates by the state-owned company Ukrfinzhytlo, the total demand for living space amounts to a staggering 600 million square meters. Despite the significant contribution of the state program “eOselya,” which covers 98% of home purchase loan programs in Ukraine, its capabilities are insufficient to overcome the current crisis.

The state program “eOselya” dominates the market and leaves no room for the development of market-based mortgages.
