The government will revise the reservation requirements and conduct a large-scale inspection of critical infrastructure facilities

The Cabinet of Ministers of Ukraine has adopted a new resolution that provides for a comprehensive audit of enterprises designated as critical infrastructure and stricter rules for reserving conscripts during mobilization.

The new changes will apply to both government agencies that determine the list of strategically important enterprises and the digital systems through which employees are reserved. 

The government plans to strengthen oversight and automate the process as much as possible.

One of the main innovations is the limitation of the validity period for already issued “critically important enterprise” designations.

All decisions recognizing enterprises, institutions, and organizations as critical to the economy and the population’s livelihood will remain in effect only for a specified period, but no longer than until September 1, 2026.

After this date, companies will have to re-confirm their status in accordance with the updated requirements.

The government has instructed central executive bodies, regional military administrations, and regional state administrations to conduct a comprehensive review of the criteria.

Several key stages are planned:

  • by June 10, 2026 – update sectoral and regional criteria for identifying critical enterprises;
  • by July 1, 2026 – verify all companies for compliance with the new requirements and revoke the status of those that no longer meet the established criteria;
  • by September 1, 2026 – complete a full review of all existing decisions regarding the criticality of enterprises.

If the criteria are changed or revoked, an enterprise may lose its status even before the general term of validity expires.

A separate section of the resolution concerns the digitization of the reservation process.

The Ministry of Digital Transformation must update the functionality of the “Diya” portal within two weeks to ensure it complies with the new reservation rules. Additionally, the system must promptly reflect all changes to the criteria received from the ministries.

In addition, the Ministry of Defense, the Ministry of Digital Transformation, and the Pension Fund of Ukraine must ensure full data exchange between their information systems by August 1, 2026.

This will allow government agencies to verify in real time whether citizens are employed, have paid taxes, are up-to-date with military registration, and meet the criteria for conscription.

Resolution No. 692 takes effect upon its official publication.

At the same time, certain technical changes related to new verification and deferral mechanisms will take effect on September 1, 2026, following the completion of a comprehensive audit of enterprises.

Thus, the government is launching a large-scale overhaul of the economic deferment system, which involves verifying all critically important enterprises, updating criteria, and strengthening control over the granting of deferments from mobilization.

This is stated in Resolution No. 692 of May 30, 2026.

The Cabinet of Ministers of Ukraine has prepared amendments to the rules for reserving citizens subject to military service, which provide for raising the minimum wage threshold for obtaining a deferment to 26,000 hryvnias. The rules for reserving part-time workers and the criteria for determining the criticality of enterprises are also being changed.

The Security Service of Ukraine and the National Police dismantled a draft evasion scheme in Zakarpattia involving the fraudulent issuance of fictitious deferrals. 

The Ministry of Health stated that, at the request of the Ministry of Defense, some of the reserved medical personnel may be released from reserve status and called up for service in the Armed Forces of Ukraine and other military structures. The decision is made jointly with the military and regional authorities.
