In Irpin, embezzlement of over 2.8 million hryvnias at a memorial site was uncovered
In the Kyiv region, three individuals have been notified of their status as suspects in a case involving the embezzlement of public funds during the procurement of monuments for the “Alley of Memory for the Defenders of Ukraine” in Irpin. According to the investigation, the alleged overpayment during the project’s implementation amounts to more than 2.8 million hryvnias.
This was reported by the press service of the Office of the Prosecutor General.
- Under the procedural guidance of the Kyiv Regional Prosecutor’s Office, an investigation is underway into a scheme involving the embezzlement of budget funds allocated for the construction of the “Alley of Memory of the Defenders of Ukraine” memorial in Irpin.
- Three individuals have been notified of suspicion: a representative of the company, an authorized official for public procurement, and the former deputy mayor of Irpin.
According to the investigation, officials of the Irpin City Council, in collusion with representatives of a private company, organized a procurement process with a predetermined winner. The terms of the tender were formulated in violation of the Law of Ukraine “On Public Procurement,” which effectively eliminated competition.
The sole participant and winner was a limited liability company that supplied 75 gravestones for the memorial.


It was established that these products were imported from China at approximately 12,000 UAH per unit, while they were supplied to the local budget at nearly 80,000 UAH each.
As a result, approximately 6 million UAH was paid for the supply of the monuments, of which over 2.8 million UAH constitutes a probable overpayment.



A pre-trial investigation is underway under Part 5 of Article 191 of the Criminal Code of Ukraine—misappropriation of budget funds on an especially large scale.
The Prosecutor’s Office is seeking a court order to close a hazardous landfill in Irpin.
