Beta testing of remote termination for employees in the temporarily occupied territories has begun in Ukraine
The Ministry of Economy and Environment of Ukraine has launched beta testing of a service that allows employees who are still formally employed in the temporarily occupied territories to terminate their employment relationships remotely. The new service is available on the “Obriy” digital labor market platform and allows users to resign online via the “Diya” app.
According to the Ministry of Economy, the new service allows employees to terminate their employment without contacting their employer or an employment center.
The ministry explained that thousands of Ukrainians are still officially listed as employees of companies, institutions, and organizations that remain in the temporarily occupied territories. As a result, they cannot officially find employment, register as unemployed, or take advantage of retraining programs.
According to Oleksandr Tsybort, Deputy Minister of Economy and Environment for Digital Development, remote termination is intended to resolve this issue and simplify citizens’ access to the labor market. The ministry plans to ensure that by the end of 2026, 75% of those who need this service will be able to access it online.
According to the State Employment Service, since the start of the full-scale invasion, 11,714 citizens have applied to employment centers to terminate their employment relationships with employers in the temporarily occupied territories.
The new service allows users to submit an application and sign it using “Diya.Sign.” The system then automatically verifies the employer’s location, records the termination date, notifies the employer, and updates the information in state registries. The employment relationship is automatically terminated the day after the application is registered.
Beta testing will last two weeks. In the first phase, 658 citizens who have pre-registered to participate will be involved. Once testing is complete, the service is scheduled to be made available to all users of the “Diya” app.
