Ukraine Will Introduce Yellow and Red Air Raid Alert Levels
Ukraine plans to introduce a two-tier system for indicating the level of threat during air attacks—yellow and red. President Volodymyr Zelenskyy explained that this should help people better understand exactly what kind of danger has arisen and how to respond to it.
Ukraine is preparing to update its air threat warning system. The changes are in response to Russia’s shifting attack tactics and use of various types of weaponry. According to the president, the system should become easier for people to understand. Instead of a single alert signal for different types of threats, the plan is to use two threat levels—yellow and red.
“People must understand absolutely clearly what exactly they need to respond to and how. Two levels will be introduced to indicate a specific threat—yellow and red,” Zelenskyy wrote.
What the yellow and red levels will mean
Basically, the yellow level is intended for use in the event of a Russian drone attack. The red level will indicate a more dangerous situation. It will be declared in the event of a missile threat, particularly the danger of ballistic attacks, as well as during massive strikes.
This way, people will be able to receive more information right from the alarm signal itself. This should help them assess the situation more quickly and understand how serious the threat is. At the same time, the final criteria for each level have yet to be determined.
According to Zelenskyy, the General Staff, the Ukrainian Air Force, the government, the Ministry of Defense, the Ministry of Internal Affairs, and the State Emergency Service will determine the criteria each week for declaring a yellow or red alert. In other words, the system will continue to be refined. Its parameters may be adjusted depending on the nature of the attacks and changes in Russian military tactics.
Audio Alerts Will Also Be Updated
Along with the threat levels, there are plans to update the audible alerts. Different sounds are planned for the yellow and red levels. This will allow people to immediately understand exactly what type of danger has been declared.
Zelenskyy also announced a change that has already been implemented regarding the operation of the sirens. According to him, the siren is no longer sounded a second time to signal the end of an air raid alert. It sounds only at the moment the alert is announced.
“The practice of sounding the air raid siren a second time to signal the end of the alert has now been discontinued—currently, the siren sounds only at the moment the air raid alert is announced,” the president noted. In the future, they plan to make the audible signals clearer and more distinct depending on the level of danger.
They Want to Make Alerts More Precise
Another change will concern the geographic scope of air raid alerts. Currently, the signal can cover a large area, even if the immediate threat affects only part of it. The authorities want to make the system more precise so that alerts are issued only where there is a real danger.
Zelenskyy has instructed officials to explore the possibility of more precise geographic differentiation of alerts. This means that in the future, the alert may be tied to a more specific area depending on the direction and nature of the threat.
At the same time, such a system requires accurate data on the movement of missiles and drones, as well as rapid information sharing between military and civilian services.
Why the Changes Are Needed
The main goal of the update is to make air raid alerts more understandable and predictable. Currently, a single siren can signal different types of danger. For people, this means a simple rule: if you hear an alarm, take cover or follow the “two-wall rule” and wait for the all-clear. The new system is designed to provide additional information about the nature of the threat.
This is also important for businesses. Companies and institutions will be able to better understand how to respond depending on the level of danger. “The main goal of these changes is to give people and businesses in Ukraine more predictability and a better understanding of how to react in each specific situation,” Zelenskyy emphasized.
At the same time, the introduction of the yellow alert level does not mean that the danger can be ignored during such an alert. An air raid alert always requires responding to the threat in accordance with civil defense recommendations.
What’s Next
The new system is currently still being developed. The General Staff, the Air Force, the government, the Ministry of Defense, the Ministry of Internal Affairs, and the State Emergency Service must define specific criteria for the yellow and red alert levels. After that, new audible signals will be introduced to distinguish one threat level from another.
They will also work out the precise geographic scope of the alerts. This could allow authorities to avoid issuing a single alert for an entire region if the danger affects only a specific part of it.
Thus, Ukraine’s air raid warning system is set to transition from a single general alert to more detailed warnings. The yellow level will generally indicate a threat of a drone attack, while the red level will indicate a missile, ballistic, or massive attack. At the same time, the final operating rules for the new system have yet to be approved. President Volodymyr Zelenskyy announced this following a conversation with Prime Minister Serhiy Koretskyi.
