The identity of the FSB officer who tortured a civilian for 10 hours in the Kherson region has been established

The Office of the Prosecutor General announced that it had served a notice of suspicion to a Russian FSB officer whom investigators believe was involved in the torture of a civilian in the Kherson region. According to the prosecutor’s office, the Russian security officer, along with other Russian military personnel, abused the man for about 10 hours. The incident occurred in April 2022 during the occupation of part of the Kherson region.

 

The Office of the Prosecutor General has charged, in absentia, an officer of a special unit of the Russian FSB who is accused of torture and sexual violence against a civilian in the Kherson region. According to the investigation, the suspect is a 37-year-old officer of Department “B” of the Russian FSB’s Special Purpose Center. In April 2022, he was sent to the Skadovsk District of the Kherson region to participate in establishing the occupation regime.

Law enforcement officials established that on April 10, 2022, Russian military personnel unlawfully detained a local resident right at his place of residence. The man was blindfolded and taken to a sanatorium in the village of Lazurne that had been seized by the occupiers. There, he was held and interrogated. The occupiers demanded information from him about local residents who were assisting the Ukrainian military, volunteering, or who might possess weapons.

According to the prosecutor’s office, when the man was unable or unwilling to provide the requested information, the Russians decided to use force. The investigation alleges that the suspect, along with other Russian military personnel, tortured the victim for about 10 hours. The man was beaten, choked to the point of suffocation, and suffered a gunshot wound. Law enforcement officials also report that sexual violence was inflicted on him.

After prolonged abuse, the occupiers released the man. At that point, he was in serious physical condition. The prosecutor’s office emphasized that the Russian soldier’s actions constitute a war crime. Currently, charges have been filed in absentia, as the suspect is located in Russia or in territory temporarily not under Ukraine’s control.

Law enforcement officials continue to gather evidence and identify other Russian military personnel who may have been involved in crimes against the civilian population during the occupation of the Kherson region. This was reported by the press service of the Office of the Prosecutor General.

On July 27, the Security Service of Ukraine announced the exposure and detention of two FSB agents who, according to the investigation, were planning a series of terrorist attacks in the Kharkiv region. One of their objectives was an attempt to carry out a mass killing of Ukrainian military personnel under the guise of a “charity” party.
