During the seven years that the ninth-term Parliament was in session, 71 members of parliament resigned their seats before the end of their terms
During the seven years that the Verkhovna Rada of the 9th convocation was in session, 71 members of parliament had their terms terminated early.
Most often, members of parliament left the legislature of their own accord, as well as due to appointments to government positions, death, loss of Ukrainian citizenship, or criminal convictions.
According to the study, 50 members of parliament resigned early of their own accord.
Of these:
- 23 members of parliament moved to positions in the Cabinet of Ministers, the Office of the President, regional military administrations, the Constitutional Court, the Office of the Prosecutor General, the State Property Fund, the Office of the Ombudsman, and other government agencies;
- two were elected as mayors;
- 24 cases were attributed to other reasons, including voluntary resignation. This category also includes Svyatoslav Vakarchuk, who did not join a parliamentary faction after his election.
According to the study:
- 12 members of parliament died or were killed;
- six lost their parliamentary seats due to the revocation of their Ukrainian citizenship;
- three lost their seats after court convictions became final.
Oksana Stavniychuk, an investigative journalist and data engineer at “Holka,” noted that most of the deputies who voluntarily resigned their seats went on to hold other government positions.
“Members of the ruling majority most often left the Verkhovna Rada due to appointments to the Cabinet of Ministers,” she emphasized.
As an example, Stavniychuk cited the most recent government reshuffle, following which “Servant of the People” deputies Vitaliy Bezgin and Denys Maslov left parliament to head the Ministry of Regional Development and the Ministry of Justice, respectively.
According to the analysis, the “Servant of the People” faction lost the most parliamentary seats prematurely—31.
Next in terms of the number of early terminations of mandates were:
- “Holos”—5;
- the “Restoration of Ukraine” parliamentary group — 5;
- “Platform for Life and Peace”—4;
- “European Solidarity”—4;
- “Batkivshchyna” — 3;
- “For the Future” — 3.
Another 16 deputies who lost their seats were representatives of other factions, parliamentary groups, or were unaffiliated.
Oksana Stavniychuk also stated that the Verkhovna Rada still lacks a mechanism for terminating the powers of deputies elected from banned pro-Russian political forces.
According to her, only those parliamentarians who were stripped of their Ukrainian citizenship lost their seats, while some former representatives of the Opposition Platform—For Life and other banned parties continue to serve in parliament.

This was reported by the civic initiative “Holka,” which, on the occasion of the seventh anniversary of the parliament’s work, analyzed personnel changes, key votes, and the activities of the Verkhovna Rada.
Recently, Mykyta Poturaev, chairman of the parliamentary Committee on Humanitarian and Information Policy and a member of parliament from the “Servant of the People” faction, announced the early termination of his parliamentary mandate. He asked his colleagues to consider his request without delay.
As previously reported, the Verkhovna Rada prematurely terminated the parliamentary mandates of MPs Maslov and Bezgin and appointed them, respectively, as Minister of Justice and Minister of Communities, Territories, and Internally Displaced Persons of Ukraine.
Mykita Poturaev, a 55-year-old MP from the “Servant of the People” faction, stated that he plans to join the ranks of the Ukrainian Armed Forces after his resignation is officially approved.
