Zelenskyy announced effective measures regarding the National Security and Defense Council and military contracts
Ukrainian President Volodymyr Zelenskyy held a strategic meeting with Defense Minister Mykhailo Fedorov, following which a list of priority measures for the development of the Armed Forces was approved.
The head of state announced the implementation of new measures designed to fundamentally change approaches to troop recruitment and support for combat units on the front lines.
The main focus will be on strengthening the Ukrainian infantry, which bears the heaviest burden during combat operations.
The President emphasized the need to develop effective mechanisms that will tangibly improve service conditions and support for infantry units.
A separate aspect of the reform will be the improvement of the contract system in the army, which should make contract service more attractive and understandable to citizens.
The government also plans to address pressing issues related to cases of unauthorized absence from military units (UAU).
The President emphasized that the new measures must not be merely declarative, but must “actually work” in practice.
This involves creating a system that would prevent disciplinary violations by addressing the root causes of such incidents.
An important area of focus has been identified as scaling up domestic arms production. The government plans to actively expand the export capabilities of Ukrainian defense enterprises, which will allow for attracting additional funds to the industry.
In addition, efforts to establish joint production with international partners will continue to ensure the front lines are supplied with modern equipment.

Zelenskyy also stated that Ukraine needs American THAAD missile defense systems.
