Zelenskyy Appointed a New Commander of the Signal Corps and Cybersecurity Forces
Ukrainian President Volodymyr Zelenskyy has appointed Brigadier General Oleksiy Kovalenko as commander of the Signal Corps and Cyber Security Forces of the Armed Forces of Ukraine. The head of state signed and published the corresponding decree on September 15. Prior to this, Kovalenko had served as acting commander of this branch of the military for over two years.
Ukrainian President Volodymyr Zelenskyy has officially appointed Oleksiy Kovalenko as commander of the Signal Corps and Cybersecurity Forces of the Armed Forces of Ukraine. The corresponding decree No. 931/2026, dated September 15, was published on the president’s official website. The decree states:
“To appoint Oleksiy Oleksandrovych Kovalenko as commander of the Signal Corps and Cybersecurity Forces of the Armed Forces of Ukraine.”
Thus, Kovalenko has assumed this position not as an acting commander, but as an officially appointed commander.
What is known about Oleksiy Kovalenko
Brigadier General Oleksiy Kovalenko has been serving as acting commander of the Communications and Cybersecurity Forces of the Armed Forces of Ukraine since 2023. In other words, he has effectively been leading this branch for quite some time. His authority has now been officially confirmed by a presidential decree. The Signal and Cybersecurity Forces are responsible for areas critical to the army. Specifically, these include the organization and maintenance of military communications, the operation of information systems, cybersecurity, and the protection of military information.
During a full-scale war, these areas take on particular importance. Reliable communications are essential for the military to command units and coordinate actions on the battlefield. At the same time, cybersecurity helps protect military systems and information from enemy attacks. Kovalenko’s appointment means that the individual who has served as acting head of the Signals and Cybersecurity Forces for over two years has now officially taken the helm of this branch within the Armed Forces of Ukraine. The decree itself took effect on September 15, 2026.
