Lubinec stated that a timely response to the Russian Federation’s attacks could have prevented the shelling on October 7
Dmytro Lubinets, the Verkhovna Rada’s Human Rights Commissioner, stated that Russia had once again attacked Ukraine’s civilian population. According to him, a strong and timely response to Russia’s previous strikes could have prevented last night’s attack.
“…if there had been a strong and timely response to such attacks, this night might never have happened. And there certainly wouldn’t be a sense that Russia can continue to kill civilians again and again with complete disregard for human life,” he wrote in a Telegram post.

According to the ombudsman, Priluki, Kyiv, Dnipro, Svitlovodsk, Oleksandriya, Trypillya, and Kremenchuk were hit by Russian missiles overnight, and this is an incomplete list. Two people were killed in the capital.


Lubinec noted that as morning approached, the central part of the country came under attack from cruise missiles. In Oleksandriya, the enemy targeted critical infrastructure, and there are wounded. In Kremenchuk, he said, houses and cars are on fire, entire streets and courtyards have been devastated, and information about the casualties is still being verified.


“Another sleepless night, another act of terror, after which people still have to plan their workday despite everything,” the ombudsman added.
As a reminder, at least two people were killed in Kyiv as a result of a nighttime attack.
Russia struck Zaporizhzhia’s transportation infrastructure.
Russia also struck Dnipro with ballistic missiles, damaging a facility.
