Occupiers in Kherson want to hand over the Azov coast to Belarus

The occupation authorities in Kherson have announced their intention to transfer part of the Azov-Black Sea coast to Belarus.
 

This was reported by the occupation head of the region, Volodymyr Saldo, via the Center for National Resistance.

According to the statement, the territory is allegedly provided for the construction of sanatoriums and resorts, described as "an ideal place for tourist development."
Saldo claims that the parties have already discussed the transfer of coastal areas.

"In reality, this is a direct declaration of the intention to dispose of Ukrainian land and involve a third country in its control," the statement emphasizes.

Sources from the CNS in the temporarily occupied territories (TOT) of Kherson report that negotiations with Belarusian structures have been ongoing at least since the summer of 2024. Closed meetings discussed specific plots between Henichesk and the Arabat Spit, which could be transferred for long-term use. In a narrow circle, Saldo calls this an "exchange of political loyalty to Minsk," which allows Moscow to legitimize the presence of Belarusian structures.

CNS analysts note that the "resort zones" are just a cover: in reality, these territories will be used as dual-purpose facilities—logistics bases, closed sites, and areas for deploying Russian and Belarusian security forces. This approach allows the Kremlin to control the territory, involve allies, and bypass international law, creating a de facto military-political presence on Ukrainian soil.

"Kherson is viewed by the occupiers as a resource zone, where 'resort rhetoric' serves only as a façade for strengthening the military and political presence of allied forces. This is a direct example of systematically using TOT to implement Russia’s strategic interests and those of its allies, with complete disregard for Ukraine’s sovereignty," CNS emphasizes.
