On Sunday, 28 December 2025, Ukraine’s power system continued operating in a mode of emergency response following a series of large-scale missile and drone strikes carried out by the aggressor state the previous day.

According to the Ministry of Energy, the situation remains most difficult on the Left Bank of Kyiv, where significant damage to key substations has required continued emergency power cuts, while the Right Bank has already returned to stabilised supply schedules.

In Kyiv Oblast, over 19,000 households remain without electricity, with critical conditions persisting in the Brovary and Boryspil communities. In Chernihiv Oblast, more than 20,000 consumers have been cut off due to Russian attacks, with local schedules imposing 9–11 hours of daily blackouts for some areas. Repair crews are working around the clock to stabilise voltage and restore affected regions to planned supply limits by the end of the day.

The scale of damage to Ukraine’s energy infrastructure from the latest attacks is considered significant, as both generation facilities and main transmission networks across several regions were hit. In addition to the capital region, hourly outages and power restrictions for industry are being applied across most oblasts to prevent system-wide failures. In Cherkasy and Khmelnytskyi oblasts, additional service interruptions occurred due to generation shortages caused by the forced shutdown of some power units. Distribution system operators are urging citizens to use electricity sparinglyduring available hours and to avoid running multiple high-power appliances simultaneously to prevent overloading surviving equipment.

The situation is under constant monitoring, and up-to-date information for each address is published only on the official websites of regional energy companies and DTEK. Authorities emphasise that despite Russia’s energy terrorism, state services are doing everything possible to maintain critical infrastructure — hospitals, water utilities, and heating plants — in working order. For residents in areas without power for more than a day, Points of Invincibility have been set up where devices can be charged and internet access is available. Energy authorities forecast that, barring further attacks, most consumers will return to more predictable supply schedules by Monday morning.

During the night of 28 December 2025, Russian armed forces carried out another attack on Ukrainian cities using 48 strike drones, including Shahed, Gerbera, and unidentified models.

In Kyiv on 27 December, another massive Russian strike took place. Overnight, the enemy deployed nearly 500 drones, a significant number of Shaheds, and 40 missiles, including Kinzhal hypersonic missiles. The main targets were the capital’s energy and civilian infrastructure.

The assault on Kyiv lasted almost the entire night, resulting in damage across multiple sites in seven districts of the city.
