In Ryazan, Russia, local residents have begun complaining en masse about a shortage of AI-92 and AI-95 gasoline at gas stations following the shutdown of the Ryazan Oil Refinery.
City residents are reporting on social media about problems refueling their cars and the lack of popular fuel grades.
“Does anyone know where I can fill up with 95 today? We went to ‘SpetsNafta’ on Kudryavtseva Street—there’s nothing but 100. The attendant said there’s a moratorium starting today. ‘Full Tank’ on Sportivnaya—there’s simply no 95. Where should we go? Any info?” wrote one Ryazan resident.
Another local resident confirmed to reporters that there are fuel shortages in the city.
“Before work, I drove past three gas stations in the Oktyabrsky District and couldn’t find any 95-octane. Meanwhile, the attendant at ‘Full Tank’ said that the discounts from the discount card aren’t valid right now. A driver pulled up behind me and said there’s no 92-octane at many gas stations,” he said.
The gasoline shortage is linked to the shutdown of Rosneft’s Ryazan refinery following attacks by Ukrainian drones.
According to Reuters, the facility has been shut down since May 15 due to infrastructure damage and is not expected to resume operations until at least the end of June.
In recent weeks, drone attacks have significantly impacted the operations of key Russian oil refineries.
In particular, refineries in Moscow, Nizhny Novgorod, Yaroslavl, and Kirishi have been targeted. The Moscow Refinery and Kirishinefteorgsintez have completely halted operations, while Yaroslavlenefteorgsintez is operating at only about a quarter of its capacity.
Experts note that operational issues at major refineries could affect not only Russia’s domestic fuel market but also its exports of petroleum products.
On the night of May 21, fighters from the Special Operations Forces (SSO) and Unmanned Systems Forces (USB) of the Armed Forces of Ukraine delivered a precision strike on the Syzran Oil Refinery in the Samara region of the Russian Federation.

In Russia, following the drone attack, fires broke out at the Lukoil-Nizhegorodnefteorgsintez oil refinery in the city of Kstovo, Nizhny Novgorod Oblast, and on the grounds of the Azot chemical plant in Nevinnomyssk, Stavropol Krai.
On the night of May 20, a series of explosions rocked the Stavropol Krai in Russia, followed by reports of damage to the Nevinnomyssk Azot plant. The plant is one of the largest producers of ammonia and ammonium nitrate in Russia. Information regarding the extent of the damage and the consequences of the attack is being clarified.
