Since the start of the war in Ukraine, Russia has recorded a record rise in serious crimes, — CPD

In 2025, Russia saw a record increase in the number of serious and especially serious crimes over the past 15 years — 627,900 cases. This indicates a systemic deterioration of the security situation in the aggressor country.

This was reported by the Centre for Countering Disinformation (CPD) of Ukraine’s National Security and Defence Council (NSDC).

According to the CPD, the rise in serious crime has been ongoing for three consecutive years and is directly linked to the full-scale war against Ukraine. In particular, participants returning from the front, including former prisoners recruited to fight, are increasingly involved in civilian life.

These individuals are increasingly appearing in cases of murder, robbery, assault, and drug trafficking.

Against this backdrop, the Kremlin is preparing for the 2026 State Duma elections, yet there are concerns about its own “veterans.” Despite public glorification of war participants, authorities doubt whether Russians are ready to see them in parliament. According to the CPD, through programmes such as “Vremya Geroev”, the Kremlin plans to bring 70–80 “heroes of the war” into the Duma to prevent their uncontrolled radicalisation after returning from the front.

“Moreover, participation in the full-scale war against Ukraine is presented as a ‘social elevator,’ but in practice, the conflict acts as a catalyst for crime and internal instability. Armed, traumatised, and often criminalised veterans become a threat to Russia itself — precisely the outcome the Kremlin tries to keep quiet about,” the CPD concluded.

It should be recalled that the Security Service of Ukraine (SBU) recognised Russian attacks on Ukraine’s energy infrastructure as crimes against humanity. According to the agency, the necessary evidence has already been collected, confirming that the Kremlin is pursuing a systematic policy aimed at destroying the Ukrainian people.

In Kyiv, a Russian drone fell on a private house during an attack.

Additionally, eight people, including children, were injured as a result of a hostile attack in the Kharkiv region.
