The Security Service of Ukraine (SBU) has recognised Russian attacks on Ukraine’s energy infrastructure as crimes against humanity
According to the agency, the necessary evidence has already been collected, confirming that the Kremlin is pursuing a systematic policy aimed at destroying the Ukrainian people.

Since the start of this year’s heating season, 256 air strikes by Russia on energy facilities and heating systems in Ukraine have been documented. In particular, since October 2025, the occupiers have deliberately targeted 11 hydroelectric power plants and 45 of the largest thermal power plants.
In addition, the Russians carried out 49 targeted strikes on thermal power stations and 151 on electrical substationsacross various regions of Ukraine. “Each of these attacks was combined in nature and carried out using dozens of Russian drones and missiles,” the SBU statement said.
The largest number of attacks were recorded on thermal and electrical generation facilities in Kyiv, Kyiv Oblast, Kharkiv, Odesa, Dnipropetrovsk, Sumy, Mykolaiv, and Chernihiv regions. The occupiers used ballistic and cruise missiles including Iskander, Kalibr, Kh-101, Kh-69, as well as drones of the Geran type.
These attacks during severe cold weather led to widespread electricity and heating outages and disrupted water supplyfor millions of Ukrainian civilians, the SBU reported.
The actions of the Russian occupiers have been classified under Article 442-1 of the Criminal Code of Ukraine – “Crimes against humanity.” The maximum penalty under this article is life imprisonment.
It should be recalled that in Lviv, on 15 January, a Russian attack damaged the Church of Saints Olga and Elizabeth. A Russian drone hit a children’s playground near the Stepan Bandera monument, and the blast wave damaged the nearby church.
In Kyiv, a Russian drone fell on a private house during an attack.
Additionally, eight people, including children, were injured as a result of a hostile attack in the Kharkiv region.
