ARMA is seeking a manager for a plant linked to Medvedchuk
ARMA has announced tenders to select managers for several seized assets. Among them is property belonging to Betonbud LLC, which, according to the agency, is linked to former People’s Deputy Viktor Medvedchuk. They are also seeking managers for seized railroad cars and flatcars.
On September 4, ARMA announced new tenders on the Prozorro platform to select companies capable of managing the seized assets. One of the tenders concerns the property of Betonbud LLC. This includes more than just production equipment; the assets also comprise a hangar, warehouse and office space, as well as specialized machinery.
ARMA notes that these assets are linked to former Ukrainian People’s Deputy Viktor Medvedchuk. Ukrainian law enforcement authorities have charged him with high treason. Prior to Russia’s full-scale invasion, the company operated in the production and supply of ready-mix concrete. The company had its own production facilities, equipment, and infrastructure.
Now, the seized property must be transferred to a professional administrator. The administrator’s task will be not merely to preserve the assets, but to ensure their effective use and prevent any loss of their economic value.
Why Does the State Need an Administrator?
The seizure of an asset does not in itself mean that the property must lie idle. If a business or equipment can be used to generate revenue, the state may transfer the asset to a manager. This is precisely why ARMA is seeking companies capable of managing such assets. The manager must ensure their preservation and, where possible, generate economic returns for the state.
In the case of “Betonbud,” this involves an entire complex of assets. These include production equipment, facilities, and specialized machinery that were previously used in concrete production. The specific model for the future operation of these assets will depend on the proposal from the future manager and the terms of the contract.
ARMA is also seeking managers for railcars
Two more tenders concern seized railcars and open-top railcars. This rolling stock can be used for freight transportation. Therefore, it has the potential to generate revenue even without the resumption of operations at any specific enterprise.
ARMA is considering several options for utilizing these assets. Specifically, the railcars can be operated directly, leased out, or used in operational activities. Thus, the agency seeks companies capable not only of storing the railcars but also of ensuring their operation and generating revenue.
How the Selection Process Will Work
Potential managers can review the terms of the competitions and the tender documentation in the Prozorro system. Companies that meet the established requirements may prepare and submit their bid proposals. Afterward, ARMA will select the winners. These winners will be granted the opportunity to manage the relevant seized assets under the terms specified in the tender documentation.
The agency expects future managers to propose an effective model for managing the property. The main goal is to preserve the assets and ensure economic benefits for the state. The tender for “Betonbud” assets is drawing particular attention due to ARMA’s statement regarding the assets’ connection to Viktor Medvedchuk. At the same time, the final terms for the use of this property will be determined after the tender is held and a manager is selected. This was reported by ARMA’s press service.
