Montenegro will introduce a visa requirement for Russian citizens effective November 1, 2026. The country’s government made this decision as part of the full alignment of its visa policy with European Union regulations.
In addition to Russians, citizens of Belarus, China, Saudi Arabia, and Turkey will also need visas to enter Montenegro. The government approved the relevant changes on July 23.
Officials in Podgorica noted that this decision is one of the conditions for concluding negotiations on the “Justice, Freedom, and Security” chapter on the path to EU membership. In addition, the country expects to receive approximately 4 million euros under the European Growth Plan for the Western Balkans.
The government has also instructed the Ministry of Foreign Affairs to simplify the procedure for issuing Montenegrin visas in order to minimize potential inconveniences for foreign nationals.
